DAHLEH, MOHAMMED (1968-)

Born in Tur’an, Nazareth, on 16 April 1968; worked as Judicial Clerk under the Deputy Chief of Justice, The Supreme Court of Israel, Jerusalem (1989-90); studied Law at the Hebrew University in Jerusalem, graduating with an LLB in 1990; continued his studies at the American University College of Law, Washington DC, receiving an LLM in International Legal Studies in 1992; was a legal intern at the American Civil Liberties Union (ACLU) in Washington DC (March-May 1992) and at the Washington Lawyers Committee for Civil Rights (May-Aug. 1992); was admitted to the New York Bar Association (1992); became staff attorney at the Association for Civil Rights, Jerusalem, from 1992-93; adjunct teacher of Constitutional Law at the Hebrew University‘s Faculty of Law since 1993; Founder and head of Muhammad Dahleh & Associates, a Jerusalem-based law firm practicing in the Israeli and Palestinian legal systems since 1993; was a legal advisor to Palestinian delegations in second track negotiations with Israel on economic relations and the status of Jerusalem (Oslo, London); in 1997, co-founded the Legal Center for Arab Minority Rights in Israel (Adalah) and served as its Chairperson until 2002; adjunct lecturer on the legal status of the Palestinians in Israel at Ramat Gan College of Law since 2002; member of  the expert committee reviewing the proposed Palestinian Basic Law at PICCR; served as Advisory Board member of IPCRI’s Law and Development Program,  as Board member of the Association for Civil Rights in Israel (ACRI), the Community Advocacy-Project Genesis and Adalah, and as Steering Committee Member of the New Israel Fund’s Civil Liberties Law Program; also worked as researcher at the Birzeit University Law Center, and acts as lawyer and legal advisor for more than 20 village councils in and around Jerusalem, and for local and international organizations, incl. Medecins du Monde and Accion Contra El Hambre; was an advisor to the Palestinian delegation to the International Court of Justice in The Hague on the issue of Israel’s Wall in 2004; won a land mark case against Israel’s wall in June 2004, when the Israeli Supreme Court ruled that 30 km of the wall northwest of Jerusalem are illegal; serves as legal advisor for the PLO on Jerusalem issues.

من مواليد طرعان في الناصرة عام 1968 ؛ عمل موظفاً في المحكمة العليا الإسرائيلية، القدس 1989 - 1990؛ حاصل على بكالوريوس في الحقوق من الجامعة العبرية بالقدس عام 1990 ؛ تابع دراسته في كلية الحقوق بالجامعة الأمريكية في واشنطن وحصل على شهادة ماجستير في دراسات القانون الدولي عام 1992 ؛ تدرب في اتحاد الحريات المدنية الأمريكية في واشنطن (آذار/مارس - أيار/ مايو 1992) وفي لجنة المحامين للحقوق المدنية في واشنطن (أيار/ مايو - آب/ أغسطس 1992)؛ انضم إلى نقابة المحامين في نيويورك عام 1992 ؛ عمل في جمعية حقوق المواطن الإسرائيلية لمدة عام واحد (1992 - 1993) ؛ عمل أستاذاً مساعداً في القانون الدستوري في كلية الحقوق بالجامعة العبرية منذ عام 1993 ؛ عمل مستشاراً قانونياً للوفد الفلسطيني في المفاوضات الثنائية مع إسرائيل حول العلاقات الاقتصادية ووضع القدس (أوسلو، لندن)؛ أحد مؤسسي المركز القانوني لحقوق الأقلية العربية في إسرائيل(عدالة) ورئيس المركز حتى عام 2002 ؛ عمل محاضراً مساعداً حول الوضع القانوني للفلسطينيين في إسرائيل في كلية رامات غان الإسرائيلية للحقوق منذ عام 2002 ؛ عضو مجلس إدارة جمعية حقوق المواطن في إسرائيل، عضو مجلس إدارة مركز عدالة؛ عمل كباحث في مركز القانون بجامعة بيرزيت، وكمحامي ومستشار قانوني لأكثر من عشرين مجلساً قروياً داخل وحول القدس، ولمؤسسات محلية ودولية، بما فيها أطباء بلا حدود؛ كان مستشاراً للوفد الفلسطيني في محكمة العدل الدولية في لاهاي بشأن قضية بناء جدار الفصل العنصري في الأراضي الفلسطينية المحتلة عام 2004 .
