MAKHLOUF, EUGENE (1932-)

Born in Haifa on 28 April 1932 to a Christian family; educated at the Frères College in Haifa and Jerusalem; had to leave Palestine with his family after the War of 1948; received a Diploma in Dental and Oral Surgery from the French Faculty of Medicine in Beirut in 1958; founded the first association of Palestinian students at the French University of Beirut in 1953; opened a private clinic in Beirut and worked as a dentist from 1959-61; then worked in the Ministry of Health in Kuwait from 1961-67; returned and again opened a private clinic in Beirut from 1967-82; was founder and head of a team to collect and assess Palestinian high-level man-power; member of the 5th of June Society in Beirut in 1968 (later known as the Lebanese Information Society on Palestine); founding member of the World Christians for Palestine; one of the founders of the Palestinian Red Crescent Society in 1968 and Pres. of its Administrative Council (until 2002); also served as Pres. of its General Congress from 1970-2002; was appointed as liaison officer between the ICRC and the PLO and the Palestinian Red Crescent Society in 1970; organized the first leg of a peaceful march from Beirut towards the Lebanese frontiers with Palestine in 1973; helped in creating the Lebanese high-level manpower in the Lebanese Planning Center in 1974; took a special course in International Law and Diplomacy at the AUB in 1976; became Pres. of the General Congress of the Palestinian Doctors’ Union for several sessions; was given the task of heading the health services in Western Beirut during the Israeli invasion of Lebanon in 1982; made several conference tours in Europe, in association with the World Council of Churches (WCC) during 1982-83; carried letters of positions from Pres. Yasser Arafat to 10 heads of states, prior to the NAM meeting in New Delhi in 1983; was sent to Sweden to prepare the first European Visit of Pres. Arafat in 1983; appointed as PLO representative to Sweden, Norway, Denmark, Ireland and Iceland in 1983 and as PLO representative to the WCC in Geneva.

مخلوف، يوجين (1932 - ) ولد في مدينة حيفا عام 1932 ؛ درس في كلية الفرير في حيفا والقدس؛ نزح مع عائلته بعد النكبة الفلسطينية عام 1948؛ نال شهادة في جراحة الفم والأسنان من الكلية الفرنسية للطب في بيروت عام 1958؛ افتتح عيادة خاصة به في بيروت وعمل طبيباً للأسنان من عام (1959-1961)؛ عمل بعدها في وزارة الصحة في الكويت من عام (1961-1967)؛ عاد وافتتح عيادة أسنان في بيروت بين عام (1967-1982)؛ عضو جمعية الخامس من حزيران في بيروت عام 1968 (التي عرفت فيما بعد بجمعية المعلومات اللبنانية حول فلسطين)؛ عضو مؤسس في مؤسسة مسيحيين دوليين من أجل فلسطين؛ أحد مؤسسي جمعية الهلال الأحمر الفلسطيني عام 1968 ورئيس هيئتها الإدارية (حتى عام 2002)؛ عمل كحلقة وصل بين اللجنة الدولية للصليب الأحمر ومنظمة التحرير الفلسطينية وجمعية الهلال الأحمر الفلسطيني عام 1970؛ نظم المسيرة السلمية الأولى من بيروت إلى الحدود السورية عام 1973؛ ساهم في تأسيس مركز الطاقة البشرية في مركز التخطيط اللبناني عام 1974؛ تلقى دورة تدريبية خاصة في القانون الدولي والدبلوماسية في الجامعة الأمريكية في بيروت عام 1976؛ رئيس الهيئة العامة لاتحاد الأطباء الفلسطينيين لعدة دورات؛ تم تفويضه لرئاسة الخدمات الصحية في غرب بيروت خلال الاجتياح الإسرائيلي للبنان عام 1982؛ شارك في العديد من المؤتمرات في أوروبا خاصة بالتعاون مع اتحاد الكنائس العالمي خلال الأعوام (1982-1983)؛ حمل رسائل من الرئيس ياسر عرفات إلى زعماء يمثلون عشرة دول في مؤتمر نيودلهي عام 1983؛ تم تعيينه ممثلاً لمنظمة التحرير الفلسطينية في السويد والنرويج والدنمارك وايرلندا وأيسلندة عام 1983 وممثلاً لمنظمة التحرير في اجتماع مجلس الكنائس العالمي في جنيف؛ أحيل على التقاعد من الخدمة الدبلوماسية الفلسطينية في مطلع العام 2006.
