Project Cycle Management for Palestinian Municipality Employees (2001)

In June 2001, Associazione Co.opera approached PASSIA requesting its participa­tion in implementing a training program on Project Cycle Management for a group of Palestinian municipality employees from the West Bank. PASSIA agreed to take on the responsibility for implementing the program, with the aim of imparting a background in the theories, concepts and stages of project management.

The seminar was held at the Nablus Municipality from 28 to 31 July 2001 and PAS­SIA commissioned John D. Moore as instructor. The course was designed to meet the needs of public servants in West Bank municipalities and to enhance their skills in project formulation, coordination, implementation and risk mitigation.

The seminar thus aimed at introducing the practical methods and key skills of project management and documentation. It emphasized the importance of considering the whole project life cycle in order to achieve effective project management.

Prior to the seminar, students were provided with reading materials that gave an overview of project management.

All participants were assigned readings to be undertaken at home, and encouraged to study together in groups. In addition, students were asked to describe their home organization’s project management system, and then evaluate it based on the principles covered during the four-day seminar. At the close of the seminar the participants were as­signed to write a critique proposing ways to enhance institutional project manage­ment performance. This assignment was due within two weeks from the end of the seminar.
