SHA’ATH, ALI (1958-)

Born in Khan Younis on 14 July 1958; received a BSc in Civil Engineering from Ein Shams University, Cairo, in 1982; worked as Civil Engineer/Project Manager in contracting and consulting firms in Abu Dhabi, UAE, from 1982-85; continued his studies and received an MSc (1986) and a PhD (1989) in Civil Engineering from Queen’s University, Belfast, in 1986 and 1989; also worked as Research Assistant at the Civil Engineering Dept. from 1986-89 and as Post-doctoral Research Fellow and P/T Lecturer (from 1989-92); then became lecturer in the Civil Engineering Dept. of the, University of Abertay, Dundee from 1992-94; worked briefly as PECDAR (Feb.-Sept. 1994) as an Institutional Building Advisor/Deputy Head of the Projects Monitoring Office (PMO), then took up a post of Senior Lecturer in the Civil Engineering Dept. of the University of Strathclyde, Glasgow, from 1994-95; returned to Palestine and became Assistant Deputy Minister in the MOPIC from 1995-2003, also headed the development planning process in Palestine and initiated, among others, the Palestinian Development Plan (PDP), also playing a major role in its successful institutionalization within the PA and the donor community; serves as Pres. of the PA Seaports Authority since 1999; was appointed Acting Governor of Palestine in the Islamic Bank for Development, in Jeddah, Saudi Arabia, in 2002; serves as Deputy Minister of the PA Ministry of Transport since 2004; is a member in the Higher Committee of the Final Status Negotiations on Borders; is member of various committees, incl. the Industrial Zones Steering Committee, the Palestinian-Israeli Negotiation Steering Committee on the Interim Issues, head of the Palestinian-Israeli Negotiation Committee on the Seaport and Disengagement Technical Committees; has acted as advisor on various national and international investment projects/programs for the Palestinian Investment Fund; was awarded a prize by the Ruler of Sharjah, Sheikh Sultan Al-Qasimi, in 2002 for the best research paper in the field of planning; has authored significant parts of the PA’s national planning documents; publications include Development Strategy in Palestine (1996); Israeli Aggression and Palestinian Gains (2002), and Dimensions of the Arab-Israeli Struggle: Demographic Challenges (in print); has authored and co-authored over 100 technical research papers in various fields related to Engineering and Development.

شعث، علي (1958- ) من مواليد خان يونس في غزة عام 1958؛ حاصل على شهادة البكالوريوس في الهندسة المدنية من جامعة عين شمس بالقاهرة عام 1982؛ عمل كمهندس مدني/ مدير مشروع في شركات مقاولات واستشارات في أبو ظبي، الإمارات العربية المتحدة لمدة ثلاثة أعوام (1982-1985)؛ أكمل دراسته العليا وحصل على شهادة الماجستير عام 1986 وعلى شهادة الدكتوراه عام 1989 في الهندسة المدنية من جامعة كوينز، بلفاست؛ عمل أيضاً كمساعد بحث في دائرة الهندسة المدنية لمدة ثلاثة أعوام (1986-1989)؛ ثم أصبح محاضراً في دائرة الهندسة المدنية في جامعة داندي لمدة عامين (1992-1994)؛ عمل لفترة قصيرة في المجلس الاقتصادي الفلسطيني للتنمية وإعادة الإعمار (بكدار) كمستشار بناء / نائب رئيس مكتب مراقبة المشاريع، ثم تبوأ منصب محاضر رئيسي في دائرة الهندسة المدنية في جامعة جلاسكو خلال (1994-1995)؛ عاد إلى فلسطين وأصبح مساعد نائب وزير في وزارة التخطيط والتعاون الدولي خلال الأعوام (1995-2003)، وترأس أيضاً عملية التخطيط التنموي في فلسطين وبادر، من بين الأشياء، خطة التنمية الفلسطينية ولعب دوراً رئيسياً في مأسستها بنجاح في السلطة الوطنية الفلسطينية والدول المانحة؛ رئيس المرفأ الفلسطيني منذ عام 1999؛ قائم بأعمال محافظ فلسطين في البنك الإسلامي للتنمية في جدة، المملكة العربية السعودية، في عام 2002؛ نائب وزير في وزارة المواصلات الفلسطينية منذ عام 2004؛ عضو اللجنة العليا في مفاوضات الوضع النهائي حول الحدود؛ عضو في العديد من اللجان، بما فيها اللجنة التوجيهية للمناطق الصناعية، اللجنة التوجيهية للمفاوضات الفلسطينية الإسرائيلية حول القضايا المؤقتة؛ رئيس لجنة المفاوضات الفلسطينية الإسرائيلية حول اللجان التقنية للمرفأ والفصل؛ مستشار للعديد من المشاريع/ البرامج الاستثمارية الوطنية والدولية لصندوق الاستثمار الفلسطيني؛ منح جائزة من حاكم الشارقة، شيخ سلطان القاسمي عام 2002 عن أفضل ورقة بحث في مجال التخطيط؛ كتب أجزاءً مهمة من وثائق التخطيط الوطني الفلسطيني؛ من منشوراته الإستراتيجية التنموية في فلسطين (1996)، الاعتداء الإسرائيلي والمكاسب الفلسطينية (2002)، أبعاد الصراع العربي الإسرائيلي: تحديات ديمغرافية (تحت الطبع)؛ ألف أكثر من ورقة بحث تقنية في مجالات متعددة في مجال الهندسة والتنمية.
