QUPTY, MAZEN (1955-)

Born in Nazareth on 1 Jan. 1955; studied International Relations and Political Science at Hebrew University, Jerusalem, from 1973-76, graduating with a BA; also served as member of the Student Council during that time; then enrolled at Tel Aviv University to study Law Studies, graduating with a BA in 1979) and an MA in 1981; member of the Israeli Bar Association since 1981; worked in the Zichroni Law Firm in Tel Aviv before founding the Qupty Law Firm in 1983; continued Law Studies at the Hebrew University, Jerusalem, graduating with another MA in 1985; worked as a counselor of the Directors of the East Jerusalem Quakers Service Information and Legal Aid Centers Test Case Committee (Human Rights Office), Jerusalem, from 1984-88, then as counselor of the Law of the Occupied Territories, The International Committee of the Red Cross, Jerusalem, from 1985-88; served as Chairman of the Jerusalem Branch of the Association for Civil Rights in Israel (ACRI) from 1985-89; worked as counselor of Israeli law, particularly of human rights and labor, from 1985-90; had numerous important cases in his work as a lawyer, incl. representing Reserve Gen. Matti Peled to the Israeli High Court of Justice in 1983, Intifada leaders (administrative detainees) in 1988, and some 120 Israeli policemen who resigned from their work in the OPT in 1988-89; became Professor of Law in the Administration College, Jerusalem (1986-90); was a candidate for Judgeship for the Magistrate’s Court of Jerusalem in 1989 and for the District Court of Jerusalem in 1995; was a founding member of the Public Committee Against Torture in Israel (PCATI) in 1990; member of the Jerusalem District Committee of the Israeli Bar Associations since 1991; Board member of the Quakers Legal Aid Center in Jerusalem (1993); partner with Jordanian lawyer Elias Zrikat in an office in Bethlehem (1993-97); main partner of the Qupty-Dahleh and Associates Law Offices (1995); founding member of the Palestinian Business Association in 1997; founding member of the Khalil Sakakini Cultural Center in Ramallah in 1998 and served as Chairman of its Board until 2002; founding member of the Al-Ma’mal Foundation for Contemporary Art (2003) and the Palestinian Art Court – Al-Hoash (2004), both in Jerusalem; Chairman of the Board of the Palestinian Association for Contemporary Art (2004).

قبطي، مازن (1955- ) من مواليد مدينة الناصرة عام 1955؛ خريج الجامعة العبرية بالقدس تخصص العلاقات الدولية والعلوم السياسية (1973–1976)؛ عضواً في مجلس الطلبة خلال تلك الفترة؛ ثم التحق بجامعة تل أبيب لدراسة الدراسات القانونية ونال شهادة البكالوريوس (عام 1979) ونال شهادة الماجستير (عام 1981)؛ عضواً في نقابة المحامين الإسرائيلية منذ عام 1981؛ عمل في Zichroni Law Firm في تل أبيب قبل تأسيس مكتب قبطي للمحاماة عام 1983؛ تابع دراساته العليا في الدارسات القانونية في الجامعة العبرية بالقدس، وحاز على شهادة الماجستير عام 1985؛ عمل كمستشار لمدراء مراكز الخدمات القانونية والمعلومات في القدس الشرقية (مكتب حقوق الإنسان)، القدس، لمدة أربع أعوام (1984-1988)، ثم كمستشار لقانون الأراضي الفلسطينية، اللجنة الدولية للصليب الأحمر، القدس (1985-1988)؛ رئيس فرع القدس لجمعية حقوق المواطن في إسرائيل (1985-1989)؛ عمل كمستشار في القانون الإسرائيلي، خاصة فيما يتعلق بحقوق الإنسان والعمل (1985-1990)؛ لديه العديد من القضايا المهمة في عمله كمحامي، بما فيها قيادي الانتفاضة (معتقلين إداريين) عام 1988، وحوالي 120 شرطي الذين قدموا استقالتهم من عملهم في الأراضي الفلسطينية المحتلة في عام (1988-1989)؛ أصبح أستاذاً في القانون في الكلية الإدارية، القدس (1986-1990)؛ كان مرشحاً لمنصب قضائي لمحكمة الصلح Magistrate’s Court في القدس عام 1989 وللمحكمة اللوائية District Court في القدس عام 1995؛ عضو مؤسس للجنة العامة ضد التعذيب في إسرائيل عام 1990؛ عضو لجنة القدس اللوائية لنقابة المحاميين الإسرائيلية منذ عام 1991؛ عضو مجلس إدارة مركز كويكرز للمساعدات القانونية في القدس منذ عام 1993؛ شريك مع المحامي الأردني الياس زريقات في مكتب محاماة في بيت لحم (1993-1997)؛ شريك رئيسي لمكاتب قبطي-دحله للمحاماة (1995)؛ عضو مؤسس لمؤسسة المعمل للفن المعاصر في القدس (2003) ومحكمة الفنون الفلسطينية (2004) وكلاهما في القدس؛ رئيس مجلس إدارة الجمعية الفلسطينية للفن المعاصر (الحوش) (2004).
