AL-QUDWA, JARRAR NU’MAN (None-)

Born in Khan Younis; was schooled in Khan Younis and Gaza, completing high school at the Imam Shafi’i School; received a BA in Arabic Language and Literature from Cairo University; began studying towards an MA but was interrupted by the events of the Nakba and had to stop in May 1949; worked for three years as an Arabic Language Teacher, then at the Gaza College, the Gaza Secondary School, and the Rawdat Al-Zuhour Education College in Jerusalem; moved to Saudi Arabia in the late 1940s and worked as translator in the Agriculture Dept. at the Saudi Ministry of Finance (1949-50) then in the Payroll Dept. at the International Bechtel Inc. in Riyadh until 1953; then was head of the Accounting Dept., paymaster and head of the Payroll Dept. in the Dept. of Public Works in Jeddah from 1953-58; became an interpreter in the American Embassy in Jeddah during 1958-59; worked in the Citibank branches in Jeddah (1959-66) and Riyadh (1966-80), serving as Assistant Vice-Pres. of the Member Credit Committee in 1975 and as General Manager from 1977-80; joined Fateh in 1962; also worked in the Saudi American Bank (a Citibank affiliate) from 1980 - as Vice-Pres. and Senior Credit Officer - until his resignation in Jan. 1988; was appointed by Pres. Yasser Arafat as Fateh Comptroller and Chairman of the PA’s General Control Institution in the mid-1990s; also served as head of the General Monitoring Commission since Dec. 1995 and as District Officer (Palestine) of the Islamic Bank for Development in Jeddah; issued a report in July 1997, stating that nearly 40% of the PA’s Budget for 1996 had been mismanaged or misspent, which led to a PLC vote to replace the entire PA on suspicion of corruption; in Nov. 1999, was appointed by Pres. Yasser Arafat – along with Amin Haddad and Atef Alawneh – to a caretaker committee to take over operations of the Ramallah-based Palestine International Bank, which was near collapse due to corruption and mismanagement; remained in the post until March 2003, when he became head of a new caretaker committee; was accused of violating work ethics and standing laws by a PLC report in 2004; currently serves as Auditor General of Palestine and member of the Board of Directors of the Palestinian Monetary Authority in Gaza and Governor of Palestine in the Islamic Development Bank in Jeddah; has also documented and researched about an 18th Century manuscript (written by Sheikh Mustapha As’ad Al-Lukaimi) that he plans to publish soon.

القدوة، جرار نعمان من مواليد خان يونس؛ تلقى تعليمه في خان يونس وغزة، وأنهى تعليمه الثانوي في مدرسة الإمام الشافعي؛ حاز على شهادة بكالوريوس في اللغة العربية والأدب من جامعة القاهرة؛ باشر بمتابعة دراساته العليا نحو الماجستير ولكنه توقف بسبب أحداث النكبة الفلسطينية عام 1948 واضطر للتوقف عن الدراسة في أيار/ مايو عام 1949؛ عمل لثلاث سنوات كمدرس للغة العربية، ثم في كلية غزة، مدرسة غزة الثانوية؛ انتقل إلى المملكة العربية السعودية في أواخر الأربعينات(1949) وعمل كمترجم في الدائرة الزراعية في وزارة المالية السعودية لمدة عام (1949-1950)، ثم في دائرة الرواتب في . Bechtel International Inc في الرياض حتى عام 1953؛ ثم رئيس دائرة المحاسبة، صراف الرواتب ورئيس دائرة الرواتب في دائرة الأشغال العامة في جدة (1953-1958)؛ عمل مترجماً فورياً في السفارة الأمريكية في جدة لمدة عام (1958-1959)؛ عمل في السيتي بنك في جدة (1959-1966) والرياض (1966-1980)، مساعد نائب رئيس لجنة الاعتماد عام 1975 وكمدير عام (1977-1980)؛ عمل أيضاً في البنك السعودي الأمريكي (تابع ل سيتي بنك) كنائب رئيس (1980)، مسئول الائتمان الرئيسي حتى تقديم استقالته في كانون الثاني/ يناير عام 1988؛ عينه الرئيس ياسر عرفات كمراقب ورئيس هيئة الرقابة العامة الفلسطينية في أواسط التسعينات؛ شغل منصب رئيس لجنة الرقابة العامة منذ كانون الثاني/ ديسمبر عام 1995 وكمدير منطقة (فلسطين) للبنك الإسلامي للتنمية؛ أصدر تقريراً في تموز/ يوليو عام 1997، يصرح فيه أن حوالي 40% من ميزانية السلطة الوطنية للعام 1996 أسيء إدارتها أو صرفها، والتي أدت إلى تصويت المجلس التشريعي الفلسطيني لإحلال السلطة الوطنية كاملة بتهمة الفساد؛ وفي تشرين الثاني/ نوفمبر 1999، عينه الرئيس ياسر عرفات مع أمين حداد وعاطف علاونة لتشكيل لحنة لتولي علميات بنك فلسطين الدولي ومقره الرئيس في رام الله، والذي كان على وشك الانهيار؛ بقي في المنصب حتى آذار/ مارس عام 2003 عندما ترأس لجنة جديدة؛ شغل منصب مدقق عام فلسطين وعضو مجلس إدارة سلطة النقد الفلسطينية في غزة ومحافظ فلسطين في بنك التنمية الإسلامي في جدة؛ قام أيضاً بتوثيق والبحث عن مخطوطة القرن الثامن عشر (كتبها الشيخ مصطفى أسعد القيمي).
