QUBA’A, TAYSIR (1938-)

Born in Qalqilya on 20 Aug. 1938; graduated from secondary school in 1958; enrolled at Damascus University in 1962; became a member of the ANM; was elected head of the Palestinian Students’ Association in Syria; was arrested in Damascus and deported from Syria following the collapse of the United Arab Republic in 1961; moved to Cairo in 1963 and studied towards a BA and an MA until 1967, when he had to return to Palestine following the June War; while enrolled at the university from 1962-67, served as leader of the GUPS; was elected member of the Exec. Committee of the International Students’ Association and of the International Democratic Youth Association; was member of the International Peace Council and the Afro-Asian Solidarity Organization; participated in the first PNC (as representative of GUPS) during its inception in Jerusalem in 1964; returned to Palestine following the June 1967 war; was arrested on 20 Dec. 1967 in Jerusalem and imprisoned for three years, then was deported to Jordan in 1971; became the first PFLP representative to the PLO Exec. Committee, serving from July 1971-Jan. 1973; moved to Lebanon, Syria, Iraq and Tunisia; participated in different international conferences held by Labor and Communist groups; was head of the Palestinian delegation to the International Youth Association conferences in Berlin (1973) and Cuba (1978); in 1976-77, began to argue for the mini-state option as a first step towards liberating all of Palestine; served as PFLP politburo member until 1993; was allowed by Israel to return to the West Bank to attend the PNC meeting in Gaza in April 1996; was re-elected as Vice-Pres. of the PNC.

قبعة، تيسير (1938- ) من مواليد قلقيلية عام 1938؛ خريج المدرسة الثانوية عام 1958؛ التحق بجامعة دمشق عام 1962؛ أصبح عضواً في حركة القوميين العرب؛ انتخب رئيساً لاتحاد الطلاب الفلسطينيين في سوريا؛ اعتقل في دمشق وتم ترحيله من سوريا بعد «انفصال» في الجمهورية العربية المتحدة عام 1961؛ انتقل إلى القاهرة عام 1963 وتابع دراسته حتى حاز على شهادة بكالوريوس وشهادة ماجستير حتى عام 1967 عندما عاد إلى فلسطين بعد حرب أل 1967؛ وفي الوقت الذي كان يتابع دراسته الجامعية خلال (1962-1967)، تزعم اتحاد عام الطلبة الفلسطينيين؛ انتخب عضواً في اللجنة التنفيذية لاتحاد الطلبة العالمي وإتحاد الشبيبة الديمقراط ي العالمي؛ عضواً في مجلس السلام العالمي ومنظمة التضامن الإفريقي-الآسيوي؛ شارك في المجلس الفلسطيني الأول (كممثل عن اتحاد عام الطلبة الفلسطينيين) في القدس عام 1964؛ عاد إلى فلسطين بعد حرب حزيران/ يونيو عام 1967؛ اعتقل في العشرين من كانون الأول/ ديسمبر عام 1967 بالقدس وسجن لمدة ثلاث سنوات، ثم تم إبعاده إلى الأردن عام 1971؛ أصبح أول ممثل للجبهة الشعبية لتحرير فلسطين في اللجنة التنفيذية لمنظمة التحرير الفلسطينية (تموز/ يوليو 1971-كانون الثاني/ يناير 1973) ؛ انتقل إلى لبنان، سوريا، العراق، وتونس؛ شارك في مؤتمرات دولية مختلفة عقدتها جماعات عمالية وشيوعية؛ ترأس الوفد الفلسطيني في مؤتمرات اتحاد الشبيبة العالمي في برلين (1973) وكوبا (1978)؛ وفي عام (1976-1977)؛ عضو المكتب السياسي للجبهة الشعبية لتحرير فلسطين حتى عام 1993؛ سمحت له إسرائيل بالعودة إلى الضفة الغربية لحضور اجتماع المجلس الوطني الفلسطيني الذي عقد في غزة في نيسان/ إبريل 1996؛ أعيد انتخابه كنائب رئيس المجلس الوطني الفلسطيني.
