AL-QIDRAH, KHALED (1935-)

Born in Jaffa in 1935 to a family originally from Khan Younis; returned to Gaza when his family became refugees in 1948; went to Egypt to study at Cairo University’s Law School, graduating with an LLB in 1956; worked as a lawyer in Gaza; became legal advisor to the Egyptian Attorney General from 1963-63; in 1964, appointed Magistrate in the Gaza Strip; founding member of the Central Blood Bank Association in Gaza since 1972 and served as its Vice-Pres. from 1972-74; member of the Administrative Council of the Palestine Red Crescent Society in Gaza from 1972-78; became a member of the Gaza High Court in 1973; became Chairman of the Central Court of the Gaza Strip in 1974; was banned from leaving the country in 1974; legal advisor to the Egyptian Governor in Gaza until Nov. 1974 when he was arrested by Israel; was sentenced to six years but came free in 1976 and returned to working as a lawyer; was put under house arrest by Israel from 1982-85; was elected Deputy Chairman of the Gaza Bar Association in 1983 and again in 1989; was arrested in Sept. 1989 and put in jail for 1½ years; elected as Secretary of the Palestinian Bar Association of Feb. 1992; was appointed Attorney General when the PA was established in 1994 and remained in the position until his dismissal in 1996 (was replaced by Fayez Abu Rahmeh in July 1997) following complaints of corruption and protests by human rights organizations; then served as Deputy Attorney General and from Nov. 1999 in the newly created post of Attorney General for the controversial State Security Courts; reappointed as the PA’s Attorney General in Dec. 2002.

القدرة، خالد (1935- ) من مواليد يافا عام 1935 لعائلة تعود جذورها إلى خان يونس؛ عاد إلى غزة عندما أصبحت عائلته لاجئة خلال نكبة فلسطين عام 1948؛ انتسب لكلية الحقوق بجامعة القاهرة، وحصل على شهادة البكالوريوس عام 1956؛ عمل كمحام في غزة؛ أصبح مستشاراً قانونياً للنائب العام المصري عام 1963؛ عين قاضياً في قطاع غزة؛ عضو مؤسس لجمعية بنك الدم المركزي في غزة منذ عام 1972 ونائب رئيس لمدة عامين (1972-1974)؛ عضو مجلس إدارة جمعية الصليب الأحمر الفلسطينية في غزة (1972-1978)؛ أصبح عضواً في محكمة غزة العليا عام 1973؛ أصبح رئيس المحكمة المركزية في قطاع غزة عام 1974؛ منع من ترك البلاد عام 1974؛ حكم عليه بالحبس لمدة ستة أعوام ولكن أفرج عنه عام 1976 وعاد للعمل كمحام؛ فرضت سلطات الاحتلال عليه الإقامة الجبرية (1982-1985)؛ انتخب نائب رئيس نقابة المحامين في غزة عام 1983 ومرة أخرى عام 1989؛ اعتقل في أيلول/ سبتمبر عام 1989 وسجن لعام ونصف؛ انتخب سكرتيراً لنقابة المحامين الفلسطينيين في شباط/ فبراير عام 1992؛ عين نائباً عاماً عند تأسيس السلطة الوطنية الفلسطينية عام 1994 وبقي في المنصب حتى عام 1996؛ ثم شغل منصب نائب النائب العام في تشرين الثاني/ نوفمبر عام 1999 لمحاكم أمن الدولة؛ أعيد تعيينه مرة أخرى نائباً عاماً في السلطة الوطنية الفلسطينية في شهر كانون الأول/ ديسمبر عام 2002.
