Born in Al-Bureij Refugee Camp. Gaza Strip, in 1958, to a refugee family from Al-Faluja; received a BSc in Mathematics from Mansura University, Egypt, an MSc in Mathematics from the University of Saskatchewan, Canada, and a PhD in Mathematics and Statistics from Purdue University, Indiana, US; Fateh member; returned and worked as Dean of the School of Social Science, Dean of Student Affairs, and Head of the Mathematics and Statistics Dept. at Al-Azhar University in Gaza (until 1996); was appointed PA Minister of Industry in 1994; was elected PLC member (Fateh) in Deir Al-Balah constituency, Gaza, in the Jan. 1996 elections; served in the PLC Political and Refugee Affairs Committees and was head of the Finance & Budget Committee from 1998-2000 and again in 2005; became Minister of Transportation in the cabinet of PM Mahmoud Abbas on 30 April 2003 (until the 2006 PLC elections, in which he was not elected).
