Born in Ramleh in 1879; brother of Khlousi Al-Kheiri; attended Turkish schools in Ramleh; graduated with the ‘Alamiyah Certificate from Al-Azhar University, Cairo, in 1895; then attended the Teachers’ College in Istanbul, graduating with a Diploma in Arabic Language Education; worked for three years as elementary school teacher in Ramleh; was appointed Shari’a Court Judge in Ramleh for four years; resigned after that and worked in the field of business; was elected mayor of Ramleh from 1917; was an active member of the opposition group led by Ragheb Nashashibi; received the Member of the British Empire Medal from the British government in 1924 and the Officer of the British Empire label in 1941; was member of the National Defense Party (Hizb Ad-Difa’a Al-Watani; author of a book on Hanafi Fatwa (legal jurisprudence); served again as mayor of Ramleh from the early 1920s until the end of WWII; fled from Ramleh during the 1948 Nakba; died in Ramallah in 1950.
